Does the Publish changes dialog box display inactivated content?

The Publish changes dialog box does not display content that was inactivated by moving to the Draft stage since the last Publish action.

When you publish content from the Ready stage, the summary popover displays all the dashboard modifications, including Repository links, Style, User Actions, and Advanced customisation (AC) changes.
