Yes, you can enable your end users to permanently close a Pop-up. When configuring a Pop-up, in the Controls panel, enable the Don't show me again toggle.
Enabling the toggle displays a Don't show me again checkbox to your end users. If the end user clicks that option, the Pop-up won't be shown again for the particular user, irrespective of the occurrence count set.
