No, adding a Survey to a Launcher automatically disables the Survey’s Visibility Rules. The Survey appears only when a user clicks the Launcher button.

To determine when, where, and to whom the Survey appears, configure the Visibility Rules at the Launcher level.
When you add a Survey to a Launcher or use a standalone Survey within the application, the user ID is captured. However, if you use a Public Survey, the Survey opens on a new page and hence the user ID is not captured. For more information, see Unable to capture user ID in public Survey.
