When a language is marked Out of Date, it means that there is a more updated version of the content in the default language that has not been updated in the translation.
The following are the scenarios when content is marked Out of Date:
On new content
If you create new content and do not provide translations for it, the translations for that content are considered out of date.
On existing content
When you make changes to content but the translations for that content have not been updated, its translations become out of date.
