Issue
You’ve enabled the Flow on Standby feature to ensure that end users can continue with the process even if a Flow breaks. However, you’re unable to see the Flow on Standby pop-up when a Flow step fails to appear.
Cause
By default, the Flow on Standby pop-up does not show up if the failing Flow step is not on the page where the Flow is currently running. That is, if you are on a different page than the page on which the Flow step is failing, then you won’t be able to see the Flow on Standby pop-up for the failing step. You may be on a different page than the page where the Flow is running due to the following reasons:
If you manually navigate away from the page where the Flow is playing before the Standby pop up can appear.
If you start the Flow on the wrong page
The Flow on Standby pop-up appears correctly if you are on the same page as the failing step when the Flow is running.

The Flow on Standby behavior is only applicable for accounts that have Smart Context enabled.
Solution
Go to the correct page where the Flow step is breaking to see the Flow on Standby pop-up.
